Start at the wall, not the engine

The majority of "dead block heater" calls are really dead outlets. Outdoor receptacles sit behind GFCIs that trip from moisture, breakers get flipped, and parking-lot outlets are often on switched circuits or seasonal timers that building maintenance controls. Test the outlet with a lamp or phone charger first. Check any timer next — mechanical timers lose their program in power outages, and their contacts fail after years of switching a 400 W load in the cold.

Then the cord, then the connector

Inspect the full cord length for cracks, cuts, and crushed sections; inspect the plug blades for melting or green corrosion. Wiggle-test: plug in, hold a hand on the block near the element, and flex the cord along its length — intermittent warmth as you move it means a broken conductor inside.

At the engine end, unplug the cord from the element connector and look for moisture, corrosion, or road grime inside the fitting. A dirty connector is a common and free fix: clean with electrical contact cleaner, dry fully, and re-seat firmly.

Finally, the element — and the verdict

With cord eliminated, put a multimeter on the element terminals: roughly 10–40 Ω is healthy (see the full testing guide for exact numbers), OL means burned out. A failed frost-plug element means replacement — a DIY job for the experienced (coolant drain, plug extraction) but a fair thing to hand a shop, typically $150–$300 installed.
